6월: 한국 문화관광부(이하 문광부)는 해외관광쿼터가 가까운 미래에 하향조정될 것이라 발표함. 문광부 장관은 “외국행 한국 관광객 숫자는 지속적으로 증가하는 데 비해 본국행 외국인 관광객은 계속 줄어들고 있다”고 한다. “이로 인해 심각한 ‘관광수지 적자’가 발생하고 있다. 한국 경제의 미래를 위해 해외 휴가를 가는 한국인의 수를 검토, 조절하고 감축시켜야 할 것이다.”

7월: 해외관광쿼터감축대책위원회(이하 감대위)가 시위를 벌임. 여행사 직원들은 머리를 깎고 “휴가를 어디든 갈 자유는 기본인권”이라고 새겨진 팻말을 선보인다. 문광부 장관은 이전 외교통상부 장관으로 대체된다.

8월: 7월 통계에 해외관광이 대폭 증가됐다는 것이 나타남. 한국인들은 지금 나돌고 있는 감축안설이 실행되기 전에 해외휴가를 즐기러 서둘러 나간 것이다.

9월: 문광부에서 해외로 가는 관광객 수를 20% 감축하겠다는 발표가 나온다. “미국에서 요구한 40%보다 적은 수다”라고 문광부 대변인은 말한다. “국민에게 여가비용을 어떻게 사용하라고 하려는 것도 아니고 미국에 휴가 보내러 가는 것을 막으려는 것도 아니다.” 중국, 일본, 타이 등은 대변인 성명에서 빠진 것을 항의한다.

10월: 감대위는 외국인 관광객 장려를 위해 미국영화 무료상영회를 기획한다. 내국인 관객을 저지하기 위해 한글자막이 없는 프린트를 상영키로 한다. “외국인 관광객을 증가시킬 수 있다면 ‘관광수지 적자’가 사라질 것이고, 이어 문광부는 쿼터를 증폭시켜야 할 것”이라고 감대위 대변인이 말한다. 미국영화협회(MPAA)에서는 감대위의 “혁신적인” 행동을 자유무역 정신으로 기꺼이 지지하겠다고 한다.

11월: 한국 영화업계 활동가들이 상영관에 뱀을 풀어 감대위가 상영 계획을 포기함. MPAA는 “선택의 자유를 침해한 것”이라 항의한다. 그들은 대신 대한민국에 휴가를 보내는 미국인들에게 최근 할리우드영화 DVD를 6장씩 무료 제공하겠다고 한다.

12월: 문광부 장관은 이전 대한민국의 주미 대사로 대체됨. 곧바로 해외관광쿼터가 추가 감축될 것이라 발표함. 감대위 회원들은 다시 머리를 깎는다.

1월: 태극기 호텔 체인이라는 새로운 회사가 휴가 오는 내국인에게 최근 한국영화 DVD를 6장씩 무료 제공하겠다고 발표함. 외국어 자막이 없는 DVD로 하기로 한다.

6월: 국내에서 휴가를 즐기는 한국인의 수가 급등하면서 호텔방의 부족으로 외국인 관광객 수가 급강하 한다. “은밀한 수단으로 관광객의 자유로운 움직임을 제한하는 것”이라고 주한 미국 대사가 항의한다. “우호관계에 있는 한국인의 이런 태도에 매우 실망했다”며….

7월: 감대위 위원장이 사표를 내고 영화인이 되겠다고 발표한다.

June: South Korea's Ministry of Culture &Tourism (MCT) announces that the Outbound Tourism Quota is likely to be reduced in the near future. "The number of outbound Korean tourists is still increasing and the number of inbound foreign tourists is still declining," says the Minister. "This is causing a serious 'tourism deficit.' For the sake of the economy's future we need to examine, adjust and reduce the number of Koreans allowed to take holidays abroad every year."

July: The Association Against Reducing the Outbound Tourism Quota (AAROTQ) stages protests, with tour operators shaving their heads and carrying signs stating "Freedom to take holidays anywhere is a basic human right." The Minister of Culture &Tourism is replaced by the former Trade Minister.

August: Figures for July show a huge increase in outbound tourism, as Koreans rush to holiday abroad before the rumoured reduction takes force.

September: MCT announces it will reduce the number of Koreans allowed to holiday abroad by 20%. "This is less than the 40% requested by the U.S.," says a Ministry spokesman. "We are not trying to tell Koreans how they spend their leisure budgets or prevent them holidaying in the U.S." China, Japan and Thailand protest at being left out of the spokesman's statement.

October: The AAROTQ decides to organise free screenings of U.S. films to encourage inbound foreign tourists. The prints will have no Korean subtitles, thus discouraging locals from watching them. "If we can grow the

number of inbound foreign tourists, MCT will have to increase the Quota, as there will no longer be a 'tourism deficit,'" says an AAROTQ spokesman. The Motion Picture Association of America (MPAA) says it is happy to support the AROTQ's "progressive" move, in the spirit of free trade.

November: Local film-industry activists release snakes in the screening rooms, and the AAROTQ withdraws its scheme. The MPAA protests that this is "a violation of free choice"; instead, it offers six free DVDs of recent Hollywood movies to all Americans who holiday in South Korea.

December: The Minister of Culture &Tourism is replaced by South Korea's former ambassador to Washington, who immediately announces the Outbound Tourism Quota is to be further reduced. AAROTQ activists shave their heads again.

January: A new local company, Taegukgi Hotels, announces it will offer six free DVDs of recent Korean movies to all Koreans who holiday at its chain. The films will have no foreign subtitles.

June: Following a surge in Koreans holidaying within the country, inbound tourism has plummeted due to lack of available hotel rooms. "This is back-door restriction on free movement of tourists," protests the U.S. ambassador in Seoul. "We are very disappointed by the attitude of our Korean friends."

July: The head of the AAROTQ resigns and announces he will become a filmmaker instead.
